In Dagestan State University the meeting devoted to the coming presidential elections was held. Students and tutors from various universities spoke in favor of Putin’s course “aimed at further improvement of the Russian statehood, increasing of standards of living, and staged modernization of economy.” University supporters of the candidate are numerous. They spoke against “new shocks” and for “stable economic development.” They think “the young Russian state could break down under another riots, political crises, which are expected by some leaders of countries competing with Russia. Activity of social unities financed from abroad is forbidden by many democratic states. In Russia such unities are legal. However, representatives of these organizations shout that Putin is reviving authoritarianism forgetting that authoritarianism doesn’t accept puppets supported from abroad.”

In Dagestan they think that Putin is a national leader and guarantee of maintenance of the state solidity. By evolutionary way of development changes are happening glide. If we compare today and the 1990s-2000s, we will see difference. According to the member of United Russia in the Public Assembly of Dagestan, the head of Dagestan State University, Murtazali Rabadanov, “Putin is a man, whom we can confide the country. He is a guarantee of further stable evolutionary development of the state. A series of protests for fair elections took place in Moscow. Putin is interested in holding fair elections most of all. Putin will win in any fair elections. That is why he initiated equipping places of voting with web-cameras and transparent ballot boxes. Vladimir Putin is in office since 2000. By the late 1990s Russia’s debt was 200% of GDP. Now this debt reduced by 2% of GDP. International financial institutes and creditors wanted this debt to be paid earlier than the appropriate term. The Paris Club has refused for taking payments many times. Many people criticized Putin and the economic block of the government for establishing of the Stabilization fund, which enabled accumulating of super-purchases from oil and gas export. And when the financial crisis broke out in 2008, Russia was managed to overcome the crisis easy, spending a part of this reserve,” Murtazali Rabadanov said.

Within the election campaign Putin plans to solve the acute problem of increasing scholarships and salaries of teachers. Since September 1st, 2012, a salary of teachers will be equal to an average salary in the region. By 2017 teachers’ salary will be twice bigger than an average salary in the region. Scholarship should be no less than a living wage.
