CIS to be secured

CIS members will fight against crime in the media space together. The project of the corresponding agreement was signed by foreign ministers of the Commonwealth in Tashkent. According to Kommersant, it will probably concern not only struggle against cyber criminals, but joint resistance to destabilization of the regimes, using information technologies. The other direction of joint working is the fight against terrorism.

The head of the Anti-Terrorist Center (ATC) of the Commonwealth, Andrey Novikov, said that “according to analytical and predicting centers, the country with the highest terrorist activity rating is still Afghanistan. The state borders to the CIS countries – Tajikistan, Uzbekistan, Turkmenistan. The events of recent years make us pay close attention to significant changes in local military and terrorist activities and appearance of new technologies and targets. Withdrawal of the alliance’s troops from Afghanistan in 2014 establishes a new strategic situation in Central Asia which has rather long boundaries with the state. Actually the situation in Afghanistan and its development in 2014 and later are a trigger for possible destabilization of whole Central Asia. It makes us form and implement special measures at the joint and national levels of the CIS countries.”

According to Novikov, “today terrorism uses both wide-scale project constructions and simple clan economic relationships for settlement of their problems. Experta, including our experts, register such a phenomenon as mercenary terrorism. Thus, there is an objective threat of forming a “corporation of terrorism.” It can simultaneously receive orders from various structures and organizations; the activity cannot be called economic, but it is connected with certain service offers at the market. Special concern is caused by the phenomenon in the context of the financial and economic crisis.

The ATC working experience confirms that special services, security bodies, law-enforcement agencies of the CIS countries objectively and adequately estimate sources of these threats and express readiness to development of mutual decisions and actions on their prevention.”

Speaking about the ATC work on preparation for Sochi Olympics, Novikov said: “Our experts are taking part in this. You can see how intensive anti-terrorist activity in the North Caucasus is today. Experience accumulated not only by the ATC, but also by law-enforcement agencies and special services of the CIS states will be used on a full scale.”

Moreover, the CIS members will provide air security together.
