Settlement of the Ukrainian crisis: statements and actions

The Ukrainian crisis is a reason for numerous victims among peace population and mass leaving the territory of the country by its residents. The situation needs urgent decisions, and it seems that Petro Poroshenko’s statements confirm striving for peaceful settlement of the situation. Poroshenko promised to cease fire in Donbas on the unilateral basis to start negotiations with the rebels. He also has many times expressed an intention to visit Donbas. However, in fact the Ukrainian side doesn’t take promised steps. The military activities are going on. The head of the Russian State Duma's International Affairs Committee, Alexey Pushkov, and the head of the social fund of “Honor and Dignity”, Igor Massalov, speak about prospects of the settlement of the conflict.

Alexander Konstantinovich noted that "certainly it is difficult to begin negotiations and contacts in the conditions of mortar attacks, use of heavy artillery, aircraft. I am considering the statements which are now coming from Kiev, including the appointment of a representative in negotiations. There are some political manoeuvres which are being urged to show that Poroshenko is inclined toward a peace plan. While he just speaks a lot about this peace plan, we don't see his real manifestations. We see that the military operation proceeds. At first he declared that Donetsk would be the first city he would leave for, and he will go in peace there. As I remember, Warsaw was the first place he went to, now he is going to Brussels.

He emphasized that "They said that Kiev is ready to make a pause in the armed actions to begin negotiations, but while the pause didn't begin, people were killed yesterday, our correspondents were killed. I consider that these manoeuvres which are urged to show, to Europeans first of all, the OSCE, that in Kiev there is a certain will for the beginning of a political process, but I imagine that the retaliatory operation will exist until they realise that it won't achieve any aims in the field of action.

According to Alexander Konstantinovich "There were statements that negotiations will begin when the Russian-Ukrainian border is taken under control. But will they take it under control? The continuous transfer of terms of possible negotiations is a warning. There is a feeling that they speak about the peace plan to look better. If the Ukrainian side rejects a peace settlement in general, it will look bad in the UN and OSCE. Therefore, in order that it look better, a peace plan appears, but everything doesn't get in order for this peace plan to be put into action. The most important retaliatory operation doesn't stop, and proceeds.

Alexander Konstantinovich noted that he has "a positive attitude to the peace plan, if it is not a smokescreen but the real thing. Though we have no grounds to believe that it is a real peace plan. I imagine that it is a political smokescreen which is called for to cover to carry out the retaliatory operation for an indefinite time.

The head of the social fund of “Honor and Dignity”, Igor Massalov, thinks that to stop the war “they should stop bombing peace towns and cities of Donbas. And it can be done by the Supreme Commander of Ukraine, Mr. Poroshenko, who has stated that he strives for peace. He must do this. The Ukrainian army should be withdrawn and sent to home bases. That’s how peace can come there. Groups of people’s rebels won’t follow the Ukrainian army, they will stay in the east. And it can be a basis for negotiations. Often we hear from Kiev: “We won’t negotiate with the rebels!” And whom will you negotiate with? Who is the real power? You remember when the Chechen wars were, Premier of Russia Chernomyrdin negotiated with Basayev and all other field commanders. Kiev should negotiate with those who has real power.”
