"Russia always acts as the conductor of an idea of the world"

The tripartite meeting in Sochi devoted to the Nagorno-Karabakh settlement between the presidents of Russia, Azerbaijan and Armenia, fulfilled the tasks set for it: it stopped the bloodshed on the line of contact between the armies and on the Armenian-Azerbaijani border, returned the parties to the negotiating table and also showed Russia's aspirations to establish stability in the world and the South Caucasus. However, it's not clear how the situation in the conflict zone will develop. 


The director of the business club of the Shanghai Cooperation Organisation, Denis Tyurin, thinks that "when we speak about the readiness of the USA to take part in permitting international conflicts, especially conflicts in the former Soviet Union, it is necessary to understand that the USA is directly respinsible for these conflicts. Since the end of the 1940s the USA has aimed at stoking every conflict on the territory of the Soviet Union for the purpose of destabilizing the Soviet system and eliminating the USSR as a geopolitical factor. They achieved success by the end of the 1980s. Therefore, when there is talk about any special intermediary mission of the USA, about their efforts on settling this or that conflict, it doesn't prevent us reminding them every time that in stoking conflicts in the South Caucasus, including stoking conflicts between Armenia and Azerbaijan, was a component of this plan. A special role, of course, in directly stoking a conflict situation in the 1980s was played by the CIA of the USA. This subject still awaits a researcher, but at this historical stage we really have to evaluate the sincerity and probity of the USA to play any role in the course of a peaceful settlement". 

 

"Unfortunately, in the South Caucasus all conflicts were connected with geopolitical fighting. One of the indirect consequences is not healing the wound on the body of the big forward East - the conflict between Armenians and Azerbaijanians, Armenians and Turks - which still has an effect and is one of the negative factors which are objectively impeding a settlement of the situation. As for the Kurdish question, here we also face the same fight of geopolitical platforms," Tyurin said. 

 

Concerning the role of Russia in settling the conflicts on the former Soviet Union, Tyurin noted: "I would like it to be realized among the expert communities of Russia, Azerbaijan and Armenia and readers of the mass media that Russia, operating as a uniting, integrating force on the former Soviet Union, and in a wider historical prospect on the entire Eurasian continent, never used the subject of international conflict to achieve momentary political goals or even strategic objectives. Russia always acted as the conductor of an idea of the world, "the Russian world", perhaps. Now one such way of a possible settlement, including the Armenian-Azerbaijani conflict and the situation round Nagorno-Karabakh, are certainly the peacekeeping efforts of Russia connected not so much with strictly following the recommendations of the UN in respect of international peacemaking, but also with adjusting economic relations, adjusting humanitarian contacts between conflicting parties. Certainly, here a special role belongs to the development of economic relations within the Eurasian economic union. Certainly, the interest stated by the expert community, and from political circles of Azerbaijan to this organization, is an encouraging factor."
