Why is Russia changing its Military Doctrine?

By the end of the year, the Russian Security Council will have passed amendments to the Military Doctrine adopted in 2010. The need for a new Military Doctrine is associated with geopolitical factors, such as the events in Ukraine, the Arab Spring, the armed conflict in Syria, activation of radical Islamists in Iraq, expansion of the NATO. The North Atlantic Alliance started a summit in Wales today, possibly planning to pass a package of measures against Russia.

Constantine Sivkov, a Doctor of Military Sciences, first vice president of the Geopolitical Problems Academy, is certain that the Russian authorities should have changed their strategy of cooperation with NATO, basically an enemy of Russia, long ago. Sivkov sees several reasons for that.

“Western civilization claims world domination because it cannot survive without it. This determines the prospects of NATO development. Western civilization is trying to solve problems by taking control of resources. It started back in 2001, after the September 11 catastrophe. The U.S.-controlled NATO is consistently and carefully realizing the Anaconda Noose concept, according to which the Eurasian center should be surrounded by a system of bases that will gradually be tightened, push it out of other spaces, primarily the maritime ones, gradually destroying it,” assures Sivkov.

In his words, since 1988, the noose has been tightened twice: “The first time, it tightened after the violation of the Warsaw Treaty, and, despite guarantees that the countries would not join NATO, they did join. The second time the noose tightened after the collapse of the Soviet Union.”

The military expert urges people to remember that there is a NATO base behind the frontlines in Ulyanovsk, on Russian territory. “Through Russia, the northern transit of military cargo for the NATO group in Afghanistan is carried out.
