However, not everyone took the news optimistically. The deputy chairman of the Duma Committee on Constitutional Legislation and State Building, Vadim Solovyov, noted that "the president of Ukraine has no control over all the armed groups involved on the side of Ukraine in combat operations in the Donbass region. He controls the National Guard of Ukraine, the army and the police - the units that are involved in fighting. However, units that were created by oligarchs including Kolomoiskiy and Tymoshenko, as well as "Bandera" armed groups founded by Right Sector, are virtually not subject to control. It is highly debatable whether these units will follow the instructions of the country's president... A few days ago, the units formed by oligarchs and the supporters of Bandera have declared that they are not going to have any dialogue with separatists, they are supporters of a unified Ukraine. If Poroshenko starts pursuing a different policy, they will withdraw their units from the Donbass region and transfer them to Kiev in order to establish an appropriate order."
If the parties ask for help, the United Nations is ready to start monitoring the implementation of the ceasefire in the east of Ukraine. UN General Secretary Ban Ki-moon said that the crisis in Ukraine cannot be solved with the help of the military. He called on the parties to stop the bloodshed and start eliminating the consequences of hostilities in a "secure, stable and sovereign Ukraine."
