The newspaper 'Kabardino-Balkarskaya Pravda' reports a sensational discovery that was made by a group of young people in the ice of Elbrus, where fierce battles were held in the autumn of 1942. In one of the gorges the bodies were found of alleged German soldiers, apparently caught during the war under an avalanche. Identification badges of the soldiers were found. The article says that in recent years active melting of glaciers has begun, snow-cap glass ice was exposed and in it to a depth of a little more than one meter there are several dozen visible bodies. Through the icy mirror, among the gray-greenish mass even people’s faces can be seen. The snow has compacted from time and temperature, walled up the soldiers for many years, preserving them the same as they were in September-November 1942, their bodies, documents and personal belongings. Through the mirror of ice it can be seen that they are dressed in jackets, there are hats on their heads. According to local ethnographers, we are talking about Alpine huntsman of the "Edelweiss" division. Now it is necessary to raise the German staff documents and reports to understand which group it was and what goals it was set, and what is known about it’s disappearance. There is much work needed in order to find any information. The newspaper does not report if the public authorities were notified about this discovery.

In Dagestan, the republic is preparing a program of participation in the implementation of the RF Government Decree "On the provision and distribution in 2015 of subsidies from the federal budget to the budgets of subjects of the Russian Federation on the implementation of additional measures in the field of employment, aimed at reducing tensions on the labor market of subjects of the Russian Federation." This is reported by the newspaper "Dagestanskaya Pravda", referring to high-ranking officials in the government.
According to the document, employees of companies which are at risk of being laid off, will receive a salary for six months at the expense of additional funds from the federal budget. The main objective of this project - in an environment where 127 companies have already announced possible redundancies - is to preserve the official unemployment rate in the country at the level reached in 2014, i.e. 2.1% of the economically active population of Dagestan.
According to the First Deputy Minister of Labour and Social Development of Dagestan, Farmanov Rustam, to implement the program a request for assistance must be obtained from enterprises operating in the country. Information about the program is available at the Ministry of Labor of the Republuc of Dagestan. The Ministry had brought to the attention of all line ministries that such a possibility exists. Enterprises themselves must prepare a certificate of possibility of full maintenance of their jobs.
The newspaper recalls that this practice has already been applied in 2008-2009. Back then, the industrial enterprises of the republic managed to save about 4 thousand working places. For the implementation of this program almost 52 billion rubles was allocated from the federal budget, with partial funding from regional budgets.

The Baksan innovative company "INNOTEHT AIC" with the support of the local administration initiated the establishment of the first NKFD innovative multi-organic waste-free economy with a complete production cycle, the newspaper 'Kabardino-Balkarskaya Pravda' reports. The investment project involves more than 50 jobs, increases agricultural production in the region, as well as reducing the problem of import substitution. Organization of innovative organic farming covers the entire process chain from the production of coarse and succulent fodder to the implementation of processed meat, dairy products, fruits and vegetables of exceptional quality.
Most of the necessary equipment has already been bought, infrastructure is prepared - electricity, water, roads, - construction of the first building of the barn has started. The total cost of the project for five years will exceed 100 million rubles.
At the heart of the innovation lies a traditional approach to agriculture and animal husbandry, involving a complete rejection of the use of pesticides, herbicides, any chemicals for processing plants that can change the composition of the vegetables and fruits grown.
"In the first stage we will buy 70 heads of breeding dairy cattle and a mini-line for processing half a ton of milk a day for farms," the head of the company, Doctor of Economics Arthur Kokov said. "Then a birdhouse for 2500 heads is planned to be built, a greenhouse covering 1500 sq. m. and planting an organic garden with intensive technologies on 6.5 hectares."

According to the Armenian weekly "Delovoy Express", Minister of Ecology Aramayis Grigoryan received a delegation of the German KfW bank headed by the Bank's programs supervisor Sandra Soares da Silva. It was the introduction of a system of centralized management of water resources. Grigoryan said that inefficient use of groundwater, technical problems in the irrigation system and adverse conditions contributed to a significant loss of water resources, and such things should be excluded. The Minister expressed confidence that thanks to the concept that is being developed by experts of the bank at the request of the Armenian government, these problems will be solved. In 2014 Armenia applied to KfW to develop and implement a system of centralized management of water resources for the republic.
The newspaper notes that in recent years the country with the assistance of the German bank was able to make significant progress in the issue of solving problems with irrigation. Currently, in Armenia the bank is implementing a number of programs through irrigation, sewage disposal and water supply, is involved in financing the construction of the reservoir in the Kaps, which will fully meet the demand for irrigation water in the Shirak region.
In a meeting with a delegation of the bank, the Minister of Agriculture Sergo Karapetyan invited them to consider the construction of a reservoir in Mastara.
Sandra Soares da Silva said that the project for implementation of control systems of artesian waters are being discussed, and in this regard advantage is given to the Ararat region. In the near future a visit by German experts to Armenia is expected in order to assess the country's water resources and their efficient use.
In December 2014 the Armenian government approved an agreement with the German bank KfW to Armenia of a soft loan of 50 million euros. Funds will be used to restore the reservoir of Kaps and update its infrastructure. The German bank will provide a grant of 2 million euros. Armenia will receive another $10 million from the International Fund for Agricultural Development (IFAD) for the development of rural infrastructure.

Preparations for the first European Games which are going to be held in Baku on June 12-28 have entered their final stage, the Azerbaijani weekly 'Region Plus' reports. The Olympic Stadium was put into operation, the construction and repair of other sports arenas and associated infrastructure are close to the end. Participating countries have sent lists of athletes to the organizing committee.
On the day of the countdown to the last 100 days before the start of the EuroGames in Baku a presentation of medals to be awarded to the strongest athletes of the continent was hosted. The design was developed by the author of medals for Sochi 2014 Olympics and Paralympic Winter Games - the jewelry company 'Adamas', in cooperation with the Azerbaijani artist Nargiz Huseynova. The company 'Azsuvenir' does the manufacturing of awards.
The organizers of the European Games announced the ticket prices. Their cost for adult spectators will range from 2 to 5 manats, depending on the stage of the competition, location and category of seats. Children and adolescents under 16 years old will be able to attend events free of charge accompanied by an adult with a valid identity document and a ticket. The exception would be the competition in the Sport - Concert Complex named after Heydar Aliyev and the National Gymnastics Arena, where the cost of tickets for persons under 16 years is one manat.
Seeing the opening ceremony will cost sports fans in 20 manats. The closing ceremony will cost 10 manats. Tickets will go on sale on March 19. The opening ceremony with the participation of about 6 thousand volunteers will be held on June 12 at 20:00.
The 'Echo' newspaper warns that these European Games can be a source of information threats. Focus on the technical and organizational aspects of the event can distract from possible external information provocations that have taken place in almost all the countries in the run-up to large-scale events. First of all, information warfare, in which the country is in a relationship with Armenia and the double standards applied by individual organizations require constant vigilance and suspended in action, says the publication.
Understanding the fact that the European games will be the ideal information platform for foreign propaganda of Azerbaijan can cause extremely hard information pressure which may be accompanied by slander, political provocations, various PR-actions, which aim to discredit the country. The publication says that the main task is to make the European Games 2015 grand sports event of positive mood. In this case, slander and provocations will go by the wayside, and will not be effective.
