According to the chairman of the parliament of South Ossetia Anatoli Bibilov, the main issue on the agenda is maximum integration with Russia and further return to the structure of the RF. He said this in an interview to the newspaper ‘South Ossetia’. “The point is in realization of the national idea which is supported by our political party United Ossetia. As a representative of the parliament, I should move toward this direction, and we will do it through thick and thin.”

Speaking about prospects which are opened for the republic due to signing of the Agreement on Alliance and Integration of South Ossetia with the Russian Federation, Bibilov notes that it is about developing the socio-economic bloc of the republic, improving the quality of healthcare and the social position of military men. The Agreement requires an opportunity to simplify issuance of Russian and South Ossetian citizenship to residents of our states. All documents which are adopted or operate on the territory of South Ossetia will be considered and have force in Russia. “Considering all these facts, we are purposefully and steadily moving to return to the structure of Russia,” the speaker thinks.

However, he admitted that there are forces in the society, which don’t want the return of South Ossetia to Russia. Each of them has grounds and views on this. However, according to Bibilov, the interests of the population should be considered. “When they say that returning to the Russian Federation is not in the agenda, I have a lot of questions for them. Firstly, who should include the issue on the agenda? Shouldn’t we do it? Who should do everything for implementation of the national idea of the peoples of South Ossetia? Shouldn’t we move toward this?” Bibilov reasons.

The speaker said that South Ossetian MPs were actively cooperating with their Russian colleagues. A delegation of the Federal Council will visit Tskhinvali in May. Special attention will be paid to education issues.

Ruslan Valiyev, the deputy director general of the Corporation of Dagestan Development, who represented the Republic of Dagestan at the National Oil-and-Gas Forum 2015 in Moscow, told Dagestanskaya Pravda about ways of overcoming difficulties in the context of low world oil and gas prices, which were described in his report. He suggests taking a part of money resources from the oil sector and supporting enterprises from other branches. He means not only financial stimulation of their work, but also becoming a participant in their production. Many companies have branches, sub-companies in various regions of the country. Managers of the branches are well aware about the economic situation in these regions. For instance, Valiyev thinks that Rosneft could provide investments to the Dagestani economy through its sub-company Dagneft and through the Corporation of Dagestan Development. The Corporation was established for attraction of investments in the socio-economic sphere. It is developing and implementing dozens of investment projects in the agricultural and industrial spheres, nano-technologies, development of airlines, construction, and building technical parks.

Valiyev notes that Dagestan has all grounds for growing environmentally pure agricultural products. Geothermal waters can be used for building greenhouses, development of the fishing industry, investments in promising production of micro-electrical mechanical systems, as their industrial production is not developed in Russia. Oil companies can participate in development of healthcare, social, and other spheres.

Stimulating the economic growth in other spheres, it is possible to increase the demands of the Russian economy in motor-fuel, fuels and lubricants, and other oil products.

Moreover, the head of the corporation thinks that it is very difficult to provide the policy of import substitution in the oil industry. Domestic producers offer only separate components for oil industrial facilities, and they are unable to provide complex preventive measures – they don't have sufficient experience and money. By investing in the development of other spheres of economy, an oil company can increase volumes of import-substituted products in the internal market of the country.

Two reactors for research in nuclear physics might be built in Azerbaijan by 2020, the Baku-published 'Caspian' newspaper forecasts. The National Center for Nuclear Research was created in the Ministry of Communications and High Technologies. It is expected that over the next five years a research reactor with a capacity of 20 megawatts and training reactor will be built in Azerbaijan. This will lead to the production of isotopes used in medicine, which are imported from abroad, as well as to build up human resources for nuclear power research.Russia prepares staff to work on the reactor in Azerbaijan at the Joint Institute for Nuclear Research (JINR) in Dubna. This international intergovernmental research organization includes 19 states. More than 20 Azerbaijani physicists are working on an ongoing basis at JINR, the primary part of them carry out research in the institutes of Azerbaijan, using a methodology and design produced in Russia. Twice a year, Azerbaijani scientists come to Dubna to share information about the results of research with colleagues. "The close collaboration of physicists in Russia and Azerbaijan has deep roots and is actively continuing, despite any global political upheavals," the head of the Inter-Parliamentary Group of Friendship Russia-Azerbaijan Dmitry Savelyev said. "Russia has huge practical experience, we can provide our southern neighbor great assistance in its plans in the field of nuclear energy."After accumulating experience in the built nuclear reactor, Azerbaijan plans to begin construction of its own nuclear power plant with a high level of security, the capacity of which will be not less than 1,000 MW, as the construction of a station with less power is not profitable for the country's economy.Azerbaijan has already turned to the IAEA for permission to build a nuclear reactor of the fourth generation, however, this raises a number of problems that cannot be solved alone. This is selection of a contractor company that will build it, supply of nuclear fuel and nuclear waste. The publication hopes that Russia, which is one of the world leaders in nuclear energy and at the same time part of a group of global suppliers of nuclear fuel, will be a reliable partner for Azerbaijan, both in research and in the construction of nuclear power plants.The newspaper 'Kabardino-Balkarskaya Pravda' reports that five new Ltd. Kabbalkgips factories were opened in Tyrnyauz, it is united in the biggest in the North Caucasus investment project - the production of gypsum binders and products based on them. Since July 2014 there is production of finished products: plaster mixtures of hand and machine application, glue and putty mixtures, gypsum partition blocks, plaster, anhydrite and gypsum binder panels. In the near future the production of high-strength gypsum binder and self-leveling floors will begin. The project is financed by a 5,350 billion rubles loan from Vnesheconombank.The newspaper points out that the qualitative characteristics of gypsum products by the enterprise for heat resistance almost twice outperformed products of a German producer well-known in Russia, and the production of these products in Kabardino-Balkaria will significantly reduce costs for local consumers.As the Technical Director of Kabbalkgips, Hisa Tohaev, said, their trademark Gipsell already pressed on the market in Southern Russia products of Turkish manufacturers, in the future the production of the company's products will be delivered to all regions of Russia.
