The opposition demands that the federal government punish the district's leadership for corruption and threatens to organize actions of disobedience.
An anti-corruption rally demanding the resignation of the head of the district of Tabasaran in Dagestan took place in early November at the administration building of the village of Huchni in the district. The rally was attended by more than 1,000 residents. A crowd of protesters was cordoned off by police and local militia. The organizers of the rally were the representatives of the intelligentsia and the opposition deputies of the District Assembly. They have created a public organization, the“Anti-Corruption Committee of Tabasaran district”, which is investigating the theft of funds from the local budget. Many cases of theft had previously been transferred to the investigating authorities and won in the courts. However, court decisions on compensation for damages and return of stolen money have not been carried out. The participants of the meeting discussed the violations of electoral rights of the citizens during the elections of deputies to the representative bodies of the district on the 10th of October. The opposition accuses the head of the Tabasaran district, Nurmagomed Shihahmedov, of theft of hundreds of millions of rubles of budgetary funds, the collapse of agriculture, unemployment, as well as degradation of the human dignity of the residents of the Tabasaran district.
