The aggravation of the situation in Kabardino-Balkaria, where a series of crimes was committed over the course of a few days, have made the authorities implement a counter-terrorism operation regime in the republic.
After the murder of Moscow mountain skiers on February 18, the leader of the republic, the plenipotentiary representative of the president in the North Caucasus Federal District and the president of Russia officially stated their position on these events. Medvedev chaired a session of the National Counter-Terrorism Committee in Vladikavkaz and discussed several topical issues.
First of all, the strengthening of law-enforcement activity in the Caucasus was discussed.
Secondly, a year ago the authorities were speaking about attacks on terrorists and eliminating irreconcilable militants. Since that time 332 terrorists have been killed, 40 of whom were leaders of gangs.
Thirdly, the social and economic programmes implemented by the federal authorities and the heads of the NCFD regions should help people who have given up terrorism.
The fourth topical issue is the problem of promoting moral standards and values. It is very important to support religious activists.
However, according to the head of the federal security service Alexander Bortnikov, less than half of all the activities of the regional counter-terrorism programmes is actually being implemented in most regions of Russia, mainly due to lack of financing.
