A republic-wide youth forum has been held in Ingushetia for the first time. Participants at the forum discussed questions of participation of the youth in political life and counteracting dissemination of radical religious ideas among young people. The absence of any adequate ideological work with young people aimed against extremist ideas was determined as the major factor in the radicalization of young people. It was also noted that radicals offer some kind of concrete model of behaviour, based on an authoritative ideology and society, while the authorities and the clergy had failed to offer any real plan able to attract the attention of the passionate youth.
According to the chairman of Republican Constitutional Court, Ajup Gagiev, "if the youth don't display initiative and organize themselves, the problems will remain unresolved."
Young people constitute the major part of the population of the republic. However, they hardly participate in the activities of political parties or public associations. They are insufficiently represented in public authorities and local governments. As a result of all this, activists addressed regional branches of political parties, proposing that they consider the issue of establishing quotas for young people in lists of candidates for the National Council and representative bodies of local government at the elections on December 4, 2011.
