The electronic registration of children not only for schools and kindergartens, but also for holiday camps appeared in Moscow this year. The head of the Department on Family and Youth Policy of Moscow Ludmila Guseva spoke about the project.
Innovations in the sphere of children recreation
The electronic registration of children for holiday camps was launched in Moscow. What do we expect from this innovation? Of course, targeting of service providing. Children and parents could satisfy their requirements, because today the service portal of Moscow presents all facilities for children, first of all, beneficiary children. Of course, the executive authorities are interested in control, control of budget resources. This year we got 4.69 billion rubles. 3.09 billion of them are allocated for travelling recreation, more than a billion - for city camps of various departments. We hope more children will rest this year than last year. We accumulate our capacities and expect that 440 thousand young Muscovites will use services of Moscow, i.e. 440 thousand trip tickets will be purchased for budget resources by the administration. 50 thousand of trip tickets for travelling recreation will be completely prepaid by the city budget, and 75 thousand for city camps will be completely prepaid by the city budget.
Targeting programs for camps
This year we improve targeting programs, the so-called “travelling targeting camps.” Every camp has its own know-how, own program, according to which the camp is working: art, sporting, ecological, linguistic camps – everything that is interesting to our teenagers, pupils. Of course, new programs go through the annual competition. To give trip tickets to some state or municipal institute, non-profitable organization, which want to take their pupils to a targeting camp, special competitions are held. The best, innovative and promising programs get the grant from the government as trip tickets. Children go there at the expense of Moscow’s budget, as only 10% of a trip ticket is paid by parents, and 90% - by Moscow’s budget.
How and where could a trip be issued?
The system is working simply: depending on the beneficiary category you can choose camps where sufficient number of trip tickets is available, as sometimes two-three trip tickets are ordered at once. For example, a big family, with many children, a foster family needs several trip tickets for one camp. You can choose a camp, a session and a number of trip tickets. You can read a note about the camp, watch its photos, whether you like it or not, watch the road map, learn about infrastructure, whether it has a pool or not, whether it has any playing grounds, i.e. you can choose what you like.
The portal is simple for Internet users. I think many of you use various social nets and know how to authorize, register and do simple computer operations. Nevertheless, we understand that some families have no computers at home. First of all, they are families with low income. Sometimes foster parents are old people who have never used computers and they hardly could register at the portal by themselves. That is why such a service appeared in all state institutes of Moscow (schools, social institutes, centers of social services, centers of social support of family and children, intellectual clubs in libraries) – where we have computers and experts, we help to make an electronic request.
Readiness to summer eason
We have bought all trip tickets by April 1st. We send children to 232 camps. Camps are different – major camps with the capacity of 1000 children per a session, small camps – 150 children per a session. The camps are the best, we cooperate with them for many years and they fulfill our demands from the very beginning, we rely on them. However, they say don’t take it on trust alone. Annually several check commissions visit all camps for being sure that their contract duties are fulfilled. There were cases, including last year, when we broke contracts for violating of requirements demanded by the government of Moscow to camps.
Trip tickets for common children
The portal will have a new service – purchasing of a trip ticket at full cost to camps, which belong to Moscow. At the moment the net of children health-improving camps is being formed. It is very important for us, as it is our responsibility for quality of service, security of children, it is our programs, our counselors, i.e. our stuff. We have wider opportunities to involve administrative resources for improving resort quality. Seven camps will be included to the net since June. Six camps are situated in the Moscow region. These camps are new, as they underwent a serious reconstruction. And our major camp (we own 100% of it), sanatorium-and-health-improving complex Kamchia in Bulgaria. 50% of trip tickets to these seven camps will be sold at full cost. Prices are reasonable.
Hot trips
The portal will have the service “Line for last minute deals.” We hope that trips will be demanded and ordered intensively. But sometimes trip tickets are run out. Parents want to send their children to some certain camp, but all trip tickets were sold. There is an opportunity of hot trips. Parents register, but in 10% of cases they refuse from the trip. They think if a trip is free, I don’t responsible for anything. But it is a great headache for us, because we need to find a substitution immediately. I hope the last minute deal service will enable us to find a substitution quickly. Substitutions will be provided by employees of district administrations and the Moscow center of children and family resort and health-improving.
Camps in the Caucasus
There is Olympic Dagomys near Sochi in the Krasnodar Territory. Moreover, we have nice family resorts like “Purl Coast,” “Tender Sea” – camps, which cooperate with us for years. The camps are major and targeting. First session is always targeting, while other sessions are health-improving. You can learn about these camps at the portal. They present the economy class among camps, even better. Our partners try to invest money gotten from Moscow’s budget into development of infrastructure. The purchase new furniture, construct new buildings, i.e. they fulfill our demands.
