In Chechnya there was paid attention to educational project and theme of possible amnesty of gunmens.
In the material «The month of NCFD» VK told how Alexandr Hloponini have spent the first month of his plenipotentiary representation in new federal district. Now in North Caucasian republics they just look closely at initiatives of «deputy» and estimate them differently. In this material there is appraisal from Chechnya.
Creation of NCFD and appointment of ambassador plenipotentiary were estimated positively, economic experience and managerial skills of Hloponin were noted. «Development of socio-economic projects is exactly what is absolutely essential in North Caucasus,» president Medvedev said, assigning his plenipotentiary on January 19. After the month on the new place Hloponin began to share his considerations and plans. «In June I will connect with the government with concrete proposals of developing of socio-economic situation in the Caucasus including concrete proposals of organization of cluster areas here,» said Hloponin during the meeting with members of Federation Council, who presented regions of North Caucasus. As plenipotentiary plans in limits of energy cluster, it is necessary to develop small hydroelectric power plants, creating alternative generation of energy. Hloponin thinks that agro-industrial complex, in which «government should help to producers», and developing of recreation sphere are also priority areas. Chechnya have already come in the number of members of federation target programme «Developing of inside and entrance tourism in Russian Federation», which is intended for 2010-2016 years. The most perspective projects of touristic sector were presented in the Ministry of sports, tourism and youth policy of Russia recently. For the experts there were presented mockups of building of recreation areas in Itum-Kalinsky region, reconstruction of former base of olimpic reserve on the highland lake Kezenoy-Am in Vedenskiy region, creation of camping sites with ropeways and skiing tracks in mountains regions. The programme provides financing of building of the objects of engineering infrastructure on places, where afterwards modern hotel complexes and camping sites will be built. In the republic there are many proposals, which could attract potential investors, notes specialists of republic ministry of physical training, sports and tourism.
Meanwhile in Chechnya particular attention was giver to question, how the teaching of youth is planned to organized. In this area definite results have been already achieved: Moscow have supported the idea of organizing of North Caucasus federation university. Chechen experts called this idea needed, because earlier repeatedly problems occur during target sending of students from North Caucasus republics for studying in large cities of country. In this process many people saw protection and corruption. Active target admission of students from the Caucasus started in 2005. Then Federation Agency of Education was concerned with preparation of specialists for developing spheres of economics and social sphere of North Caucasus.
The other one area, that disturb Grozny, is words of plenipotentiary about possible attempt of gunmen amnesty. Plenipotentiary didn't eliminate, that this theme could be considered too. «The principle «Don't damage» is important here, under the amnesty some construction should be suggested, even if creation of working places in order to give people possibility to work,» explained Hloponin. Experts from Chechnya in their comments for VK noted, that what is at issue is return from the forest of young people, who joined gunmen not long ago. «Consideration of this question is permissible, even if we talk about definite part of armed underground organizations. To start negotiations we could with opposition minded exponents of protest or with «blood-men», whose aim is revenge for insult,» thinks head of Centre of strategic researches and developing of civil society in North Caucasus Abdulla Istamulov.
In a word, the leadership of Chechnya stays in absolute «combat» readiness. In the republic the most needed for realization projects are ready long ago. It could be noted, that for the building of hydroelectric power plant investors have been already drawn in, guests from Croatia some days travelled across Argunskoe gorge. Certain progress started in the agriculture too. «Hloponin still makes public image moves in order to show presence of technologically elegant solutions,» says political scientist Mihail Vinogradov, «However nobody did specific estimates jet.» At the same time the majority of observers support Hloponin in the idea, that it is impossible to overcome the unemployment without stable working of law enforcement system, protection of national and investors. Success in these questions will help to create conditions for inflow of investsment, opening in the regions of NCFD of new manufactures.
