Azerbaijan has made amazing economic progress and developed a unique economic model. The country continues to set ambitious objectives for itself. Reforms implemented by Azerbaijan in recent times have encouraged significant achievements in almost all spheres: macro-economic stability, dynamic economic growth, serious successes in decrease of a poverty rate and increase of social wellbeing are reached, economic and social infrastructure are improved. In other words a transactional period is completed in Azerbaijan, and now it is at the edge of a new development stage which demands detection of clear directions in the context of global changes in the world. Thus, on November 29, 2011, President Ilham Aliyev signed an order on development of the concept “Azerbaijan 2020: looking into the future.” According to this order, the presidential administration together with correspondent state bodies, scientific organizations, and experts prepared the project of the development concept.
This basic document contains eleven provisions which headlines mark the scope of set tasks: “Global and internal challenges,” “Azerbaijan 2020: strategic looking and main priorities,” “Toward high-competitive economy,” “Improvement of transport infrastructure, transit, and logistics,” “Balanced development of regions,” “Development of information communication technologies and providing of shift to information society,” “Development of human potential and organization of effective social security system,” “Improvement of laws and strengthening of institutional potential,” “Development of civil society,” “Preservation and management of cultural heritage,” “Environmental preservation and ecological issues.”
According to the concept, in 2020 Azerbaijan will be an economically and socially developed competitive in all spheres country. Even in the remotest villages of Azerbaijan all communications necessary for comfortable living will be provided, as well as educational and health care services. Azerbaijan will be a country with high incomes of population, the minimal level of unemployment, high-developed human resources, preserved and healthy environment, and wide opportunities for every citizen.
Therefore, Azerbaijan gets a new target program aimed at progress and prosperity.
