Two Dagestani Constitutions

 On July 26, in honor of the Day of the Constitution of the Republic of Dagestan, a wreath-laying ceremony at the monument of the great national poet of Dagestan and Russia Rasul Gamzatov was held in Moscow, on Yauza Boulevard. The ceremony was attended by members of the Permanent Mission, members of the Public Council at the Permanent MIssion, activists of the cultural center "Dagestan", undergraduate and graduate students of Moscow universities, as well as cadets of the Military University of the Ministry of Defense.

 

“The Constitution was adopted in view of the fact that the country has gone through large scale socio-economic and political reforms, and a new basic law was necessary”, Wali Mohammed Magataev, Deputy Permanent Representative of the Republic of Dagestan under the Russian President, said. “This is the law according to which the Dagestani people live, and it meets all the international constitutional standards. It is necessary to mention another constitution - the Constitution of the Highlander, which was proclaimed by our great poet Rasul Gamzatov. Even a simple enumeration of articles of this constitution, which define the spiritual, moral position of the mountaineer, already speaks for itself. There are seven articles: man, woman, children, family, historical memory, hospitality and good neighbourliness. Rasul Gamzatov, besides the fact that he wrote beautiful poetry, was a very wise man. We have two laws: a constitution that enshrines the rule of law, under which all the inhabitants have to live in Dagestan, as well as the moral principle that is laid down in the Constitution of the Highlander by Rasul Gamzatov”.

 

“The Constitution of Dagestan is a constitution of the mountains, a constitution of highlanders, a constitution of my countrymen, about whom Rasul Gamzatov wrote a lot in his books”, the nephew of Rasul Gamzatov, Gamzat Gamzatov, said.  “This day is a symbolic date, also due to the fact that for the first time in Moscow, we celebrate it by laying flowers at the monument to Rasul Gamzatov. Rasul Gamzatov truly loved Dagestan, and Dagestan returns the feeling. I want to say that Rasul Gamzatov always said that "independence" is a bad word, people have to depend on each other, people need to be next to each other. The Constitution of Dagestan is not a constitution of independence from someone, but it is a constitution leading to the unity of the whole of Russia, the unity of all people”.
