On July 30, after the incident at the Matveyevskiy market, Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltchev ordered that all the participants of the fight be found and for Moscow markets to be decriminalized. In future, employers will be obliged to build housing for their employees, and a "black list" of illegal immigrants can be set up.
According to Mikhail Usachev, deputy head of the Center of Execution of the Administrative Law of the MOI of Russia, “the number of crimes committed by foreigners is falling. There are 27% fewer serious crimes committed and 6.1% fewer severe crimes. In the current year, together with the FMS we held 26 operational and preventative measures to combat illegal immigration, during which we checked 2.5 thousand employers hiring foreign workers, 940 places of compact residence of foreign citizens and stateless persons. We halted more than 23 thousand administrative violations, 165 crimes related to illegal immigration, this is part 1 of article 322 of the Criminal Code, and 183 cases of forgery, Article 327 of the CC. We deported more than 1,500 foreign nationals and stateless persons.”
However, foreign nationals committed every seventh crime, including murders. But still, it has fallen by 21.3% compared to last year. There were 1186 thefts, 170 robberies, there were crimes related to drug trafficking. And they themselves are often the victims. Most of the crimes are committed by citizens of the CIS countries, including from Uzbekistan (1666, which is 35.6%,) Tajikistan (1228 - 26.2%), Ukraine, Moldova (498 and 369).
This year, the bodies of internal affairs three times revealed crimes related to the organization of illegal migration (438), 6,500 legal and administrative violations of immigration laws.
The police revealed violations of administrative law by 98,000 foreign citizens and persons without citizenship. 76.9% of this number are administrative offenses against public order and public safety, including the prevalent "appearance in public in a state of intoxication", "drinking beer and drinks that are made based on it and alcohol products" or "consumption of narcotic drugs and psychotropic substances in public places" and "disorderly conduct."
The main problematic issue, Usachev thinks, is the construction of a new detention center for the detention of foreigners. As part of its solution we sent a proposal to the Committee on Labor and Employment of the Population of Moscow Region for inclusion in the program of migration policy of the Moscow region of measures to create a center for the detention of foreign nationals subject to administrative expulsion from the Russian Federation, with the occupancy of at least 600 seats.”
More than 40 targeted preventative operations were organized and conducted to decriminalize the trade markets, specific sites and places of mass concentration of foreign nationals.
Police Lieutenant Colonel Nikolai Lazebny, chief of the operative investigation of the Department of Economic Security and Anti-Corruption, stated that “according to the results of such activities the operation of 30 markets has been discontinued, including 7 conglomerates along the Ring Road. These are markets such as Sindika O in Odintsovo, Abramtzevo in Balashikha, Merkuriy M in Balashikha, Praviy Bereg + in Khimki, Kashirskiy Dvor and SK LK in Reutov. As a result of the termination of the activity of unauthorized markets about 10,000 businesses and entrepreneurs engaged in these markets with their businesses ceased to operate. More than one thousand administrative offenses, 27 crimes which are theft, fraud, drug trafficking, embezzlement, illegal use of trademarks, marketing counterfeit money and counterfeit products and products with evidence of forgery were found.”
The interdepartmental committee under the Ministry of the Consumer Market of Moscow region examined 252 objects showing signs of retail markets, of which in compliance with federal law No. 271, only 14 markets were recognized as appropriate. 170 markets do not meet the requirements of the retail market and are now not under reconstruction, that is, are not going to organize their activities in accordance with the requirements of the law.
Systematic work to detect and prevent illegal activities of industrial shops, places of manufacture of different products, which are occupied by illegal immigrants, is currently being implemented. For the first half of this year, as a result of search operations, 28 production plants were identified, at which just over 3,500 people from Central and South-East Asia constantly worked and lived in the same place. 46 criminal cases were filed for such items as "the illegal use of a trademark", "illegal immigration", "production and marketing of life-threatening products" and “illegal business”.
