“We should establish a modern European political system, in the center of which a citizen stands,” the presidency candidate from the coalition of Georgian Dream, Georgy Margvelashvili, stated at pre-election meeting with electorate at Tbilisi Palace of Sports, The Georgian Times reported. He noted that after the reconstruction of independence, Georgia passed through difficult 20 years, stepped on a new development path, but all authorities failed to serve the society. Margvelashvili thinks that today the Georgian society needs only freedom to show its greatest potential and improve the energy which created the beautiful country – Georgia. Margvelashvili stated that if he is victorious, Georgia will be a democratic, constantly developing country where interests of business will be protected and all necessary conditions will be established for development of business, where the state will take care of its citizens, where the political situation will be stable, and certain effective steps will be made toward settlement of historic conflicts, and the European vector will be stable and won’t cause doubts either inside the country or abroad.

It is well known that the Foreign Ministry of Azerbaijan published a list of 335 people who are found personas non grata – those who visited occupied territories of Azerbaijan, including Nagorny Karabakh, without permission of the Foreign Ministry. Azerbaijan believes that to visit the territories, a special permission is needed, and those who ignore the rule break norms of the international law. The 525th Newspaper which is published in Baku reported that several people included into the list addressed the Foreign Ministry of Azerbaijan to reconsider their cases. According to minister Elman Abdullayev, if a person included into the list is sorry for the visit and address relevant bodies of Azerbaijan with explanations, the Azerbaijani side is ready to exclude the person from the list, as often the Armenian lobby organizes visits to the occupied territories for propaganda purposes, using unawareness of foreigners about the status of the region.

Daily Baku writes that specialists suggest using serious measures against people who illegally visit the occupied territories of Azerbaijan as it is disrespect to the country’s sovereignty. The periodical presents a view by the political scientist Gabil Guseinli who thinks that the black list doesn’t lead to any responsibility of the people, except for the ban for visiting Azerbaijan for them. The expert thinks the cases should be considered by international courts as the persons commit a crime connected with violation of state borders.

The Voice of Armenia reports that the country has begun discussing the program entitled “We will live in our country”; and parties, society, and experts are invited to take part in the discussion. The program is targeted at reduction of the population outflow from the country, and in the case of successful implementation it will encourage compatriots to return home. The program was developed by Dashnaktsutyun. However, its authors state that they have no political aims and that all political and social forces should contribute to its development for it to become pan-national. Representatives of Dashnaktsutyun say that the number of people who want to emigrate is not so big that the problem could threaten the national security. According to them, the main reasons for emigration are problems with employment, accommodation, absence of prospects and faith in justice.

The program will pass through discussion and its final variant should be prepared by late November. After this about 30 amendments to laws should be developed and presented to the parliament.

The document consists of 11 articles, covers almost all spheres of life and requires 95 steps directed at settlement of the problems. The authors of the document think that business should be separated from politics. The last article of the program is devoted to resistance to anti-Armenian propaganda both inside the country and abroad. Steps taken in this direction should improve devotedness and love of the Armenians to their county.

The newspaper Ingushetia publishes estimates of the Ministry of Economic Development of Russia on activity of the regions. According to them, Ingushetia takes the first place in investment activity. In 2010 the volume of private investments into the major capital of Ingushetia was 600 million rubles, last year it was 4.3 billion rubles.

Within the federal target program “The South of Russia”, three industrial areas were built in the republic. They enable the republic to reduce infrastructural restrictions for investors – the Karabulak, the Voznesenovsk, and the Ali-Yurt areas. 1.5 billion rubles were spent on building the areas, and 8.5. billion rubles of non-budget investments were attracted – more than 2300 jobs will be created.

The Karabulak industrial area became the center of construction industry in the republic. In two years the heating radiator plant and the dry building mixes plant were built in the area; four enterprises of the construction company of In Aria will be constructed there.

Young geoscientists have recently studied the control over seismic risks in Vladikavkaz. The newspaper North Ossetia reports that the 5th Caucasian International School is started in the Center of Geophysical Studies of Vladikavkaz Scientific Center. It is a workshop of young scientists “Seismic Danger. The Control over Seismic Risks in the Caucasus.” The periodical writes that the topic of the scientific forum is acute not only for North Ossetia, and scientists from the NCFD republics, Moscow, the Krasnodar Territory, Armenia, Georgia, and Azerbaijan take part in the workshop. Participants of the conference estimated the seismic risks of the region, analyzed normative documents on earthquake-proof construction and looked at the history of seismic zone divisions of the North Caucasus.
