In Russia, the topic of migration continues to be discussed. Currently, violators of immigration legislation could be threatened not only by the penalty but also by the closure of entry into the territory of our country for a certain period. This year, many foreign nationals faced the fact that they could not re-enter Russia. From the beginning of the year, thanks to the information system of the FMS entry was denied for 380 thousand foreigners. According to the FMS, for a foreigner who has violated the legal term of stay in Russia (120 days ), entry into the Russian territory will be banned for three years. Entry is denied for five years for foreigners who repeatedly violated the procedure of stay or work in the territory of Russia, were brought to administrative liability for violating the public order and security of the country. In case of repeated expulsion (deportation or readmission) ban on the entry will be increased to 10 years.
Meanwhile, the experts attribute inefficient migration policy, among others, to lack of professional staff who are knowledgeable in migration issues. “We've been preparing specialists in the migration processes for a long time”, Gennady Latfullin, Director of the Institute of Public Administration and Law of the State University of Management, professor, said. “In the higher education there no other education institutions like that, in my opinion, only within jurisdictions. There is the issue of professionals as well. There are no bad processes, no bad states, there are no bad organizations there is only poor management. There is poor management. That is why today we really have to... I guess, the process was poorly managed, if there is a crisis. Already there is a proposal to create some functional services in certain structures. On the one hand, this is probably right, but it should be decided either by a governor at the regional level and at the state level this function exists, Lukyanov does it and so on, it exists in regional institutions. But today, the head defines the management structure on his own, he has such an authority and, in my opinion, it is unnecessary to introduce it in such a unified manner. In each case, we have to see how this function is being realized by social services, how this function is being realized, and he has the right to create such a structure”.
Latfullin thinks that another problem of the inefficient migration policy is related to the mass media: “Certainly the mass media is a great power. This problem is presented one-sidedly. There is a one-sided coverage of it. It seems to me that the civil society today protests a lot on the issue today, but I am not the one to talk about it. Here is one small example. In our district there has been a decision to build a dormitory for migrants, the population of nearby houses gathered and organized such protests... here is a result of such one-sided representation, I apologize once again, I'm not exactly an expert in the field of media, but as as a philistine, that watches TV, it seems to me that I myself become influenced in a certain way, instead of learning tolerance, patience and so on. This process cannot be stopped. For example, people come from Africa, shortly 30 ambassadors were invited to come, who want to study here, get our education and so on, but it is clear that migration issues and all these problems will continue to become worse. I am proud of our graduates in migration management. But, once again, they are very few, one needs to implement this function, the fundamentals of ethnology, religions of the peoples of Russia, of course. And on the Day of Tolerance we always invite the leaders of all faiths, they respond to students' questions and so on, and so on. Therefore, today this crisis requires certainly management, but most probably it is a long-lasting, natural migration and whatever our wishes are, the problems associated with migration will continue to aggravate”.
