Moscow and Pyatigorsk have made a priority the integration of the North Caucasus into the information and humanitarian space of Russia. Specific attention is paid to vocational education within the modernization policy. The day before, on the 1st of September, Dmitry Medvedev held a meeting with the presidents of North Caucasian republics at the joint session of the State Council and the commission
for modernization and technological development of Russian economy.
"Education reform is very important for the North Caucasus, the country's modernization is impossible without this. The collapse of the system in 1990s caused the rise of radical sentiments among youth, and the results of it we can see today in the North Caucasus. The
problem could be solved by creating working abilities for young people. Development of vocational education institutions could unite young people from different regions, as higher education institutions have united, for example, in universities of Nalchik study people from
the whole Caucasus", said the president of Kabardino-Balkaria Arsen Kanokov. The Authorities of Kabardino-Balkaria have pointed out, that the republic has made its way from a patriarchal feudalism to a modern national and state order, and from a widespread illiteracy to a high
level of accomplishment. The president of Karachay-Cherkessia Boris Ebzeev congratulated youth on the Day of Knowledge and reminded that a serious modernization of educational system is planned for this year.
An educational initiative "Our new school" has been approved already by Dmitry Medvedev. In Karachay-Cherkessia 191 schools began to work on September 1. The number of children attending school amounts to 47,000. On the 1st of September Dagestanian authorities visited
various schools situated in towns and villages. The first deputy Minister of National Policy and Religion Zirkula Ilyasov visited the only multiethnic school in Dagestan: Chechens and Avars study together in the Leninaulskaya school N1. The Dagestanian president Magomedsalam Magomedov participated in the opening ceremony of a high school in Kizlyar. Children should learn the history of Caucasus and Russia, national culture of Dagestan, based on patriotic feelings, friendship, mutual aid, mutual respect, claimed Magomedov. If we teach our children these principles, there will be no terrorism, because today we are creating the Dagestan's future, he added. Republican higher educational institutions started to work on the 1st of
September: Agricultural Academy, Teacher College, Technological University. A sport boarding school named after Ivan Kanidi (the teacher died in the terrorist act in 2004) opened in North Ossetia's Beslan. Official delegation from Greece and Norway attended the opening ceremony. In his speech at the opening Taymuraz Mamsurov, the president of North Ossetia, pointed out that the school is a symbol of the triumph of good over evil. Some 443 schools for over 210,000
pupils opened this year in Chechnya. During the war many buildings were demolished, but this year some of them were reconstructed for the new academic year. In the neighbor Ingushetia 118 schools will work this year. 116 new schools were built in the North Caucasian Federal
District, with modern equipment and new schoolbooks on Russian and Caucasian languages. The Russian Premier Vladimir Putin claimed that federal subsidies to support libraries in the North Caucasus are to rise by 100 million roubles. A new Federal University is to be created
in the district to become the main educational center of the region.
The university will train personnel in such spheres as culture, ethnography, folk art, tourism, service industry and agriculture. A new system of entrance examination to be developed to prevent corruption and cronyism.
