Caucasus strategy. Part 2

Moscow is ready to invest a lot of money in the economy of the North
Caucasus Federal District. Among the spheres of economy that the
federal government is going to finance are tourism, agriculture,
energy and infrastructure development. Such spheres as public
healthcare and education were declared priorities.

According to Presidential Envoy Alexander Khloponin, the main
instrument of the federal support is the Governmental Development
Program. In this program the federal authorities have spelled out how
to raise funds and how to use them in order to develop the economy of
the region.

However many experts believe that this program will not be fulfilled
for the funds will be plundered by local officials. More than 100
lawsuits dealing with corruption were filed this year in the Caucasus.
In spite of this, corruption isn't especially a Caucasus problem; it's
common all over Russia.

That is why the federal powers are going to bring forward further
legislation in order to stem petty corruption.

"We should make the anti-corruption legislation properly understood in
all regions of the federation. We should make our budget transparent
and fight against corruption", Prime Minister Vladimir Putin said.
