Historically, regions characterized by high rates of problems have formed in Russia. The sources of these problems are profound and varied. In some places the reasons are cultural ideological and religious aspects; in other places – economic underdevelopment or political instability. The Russian region of the North Caucasus is objectively the most difficult and unstable. All the negative factors that cause problems are intertwined in the Caucasus.
In recent years the state has been spending huge sums of money on improving the life of the Caucasus region. Roads and airports are being built, pensions and salaries are growing, new jobs are appearing. This is happening against the background of mop-up operations. Very serious and effective work is being undertaken, as one day the North Caucasus will be a developed, stable and prosperous tourist centre of world standard.
Establishment of a modern tourist cluster in the North Caucasus Federal District will positively influence the economic, social and political potential of the region. It is a well-known fact that the Caucasus has a perfect natural environment, favorable for founding a major Russian resort center.
Development of the cluster will be based on important economic steps. First of all, the Caucasus should revive and develop the real sector of the economy. Secondly, it should establish positive conditions for small and medium-sized business. Modernization of the agricultural sector is of great significance. The North Caucasus region needs employment and modern industries. All the human potential of the region should be involved in development programs. Specifics of the mentality and ethnic cultural traditions should be considered as well.
Moreover, special attention should be paid to underdevelopment of the agricultural complex of the North Caucasus. More than a half of the population lives in villages. Neither are transport or the industrial and social infrastructure developed.
Of course, first of all a high level of security should be achieved. Tourists and businessmen should feel comfortable and confident. Not only should a wide-scale development of modern emergency warning complexes be provided, but also improvement of monitoring of dangerous natural phenomena, increase of the relevant services’ staff and even establishment of special police for the tourism sector. The main target is control under conflict processes in the North Caucasus Federal District.
Conflict problems will be settled effectively if the problem of unemployment is settled. Not at a formal or statistical level, but in reality. Improvement of living conditions is a big step in fighting extremism.
In November the law on resorts of the North Caucasus should be adopted by the State Duma in the second and third hearings. The bill gives the green light to construction of mountain ski resorts in the North Caucasus. This unites 6 regions into one tourist cluster: Krasnodar Territory, North Osetia-Alania, Dagestan, Karachai-Cherkessia, Adygea and Kabardino-Balkaria. About 300,000 jobs will be created in various branches of industry and services.
Of course, the Caucasus is a difficult region. However, it is a promising region as well, an indispensible part of Russia, which should be developed. Maybe 10 years later shots will cause happiness and excitement, as only sporting biathlon athletes will shoot there.
