- The majority of Ingushetia’s population are residents of villages. You once said that the agricultural sector is the basis of the republic’s economy. What projects do you have in this sphere?
- First of all, I would like to say that today we are building a big Technical Park for women. More than 5,000 women will work there. All the documents are prepared and work will be started soon. Investment for it comes from a Moscow businessman, who will work in the republic. As for the agricultural sector, we have changed the administration in the ministry of agriculture. We have found a good guy, who has one of the best enterprises in the republic, and after 8 months of his work we can see a breakthrough in the agricultural sphere. We are developing state agricultural enterprises, milk and meat production, vegetable production, viniculture and cattle-breeding enterprises. Moreover, we are developing farm enterprises. We increased productivity by 4-5% this year. Last year harvest of grain was very poor. This year growth is obvious. We harvested 35-45 hundredweights of grain in places where previously we managed to harvest only 15-17 hundredweights. Now neighboring republics buy our grain. We tak second place in the North Caucasian Federal District according to meat, milk, eggs and grain. This is a good result. Considering the development of tourism, agricultural products will be very important. That is why we count on farm enterprises. Next year we will work in this direction more effectively. As I have already said, the money given to us for support and to decrease tension in the labor market will not be given to people directly. We will build workshops, where people can work. Moreover, we are developing a programme at the moment on private gardens… A lot of unploughed land. When you ask people why this is, they say because it is easier to buy than to grow. At the moment we are establishing a trading and purchasing base and developing prices, because people should know that after they have grown products, we will buy them. A vehicle will drive through villages and buy everything, potatoes, meat, milk, for bargain prices. We also can organize trading and purchasing stations and fairs. We have studied the experience of the Voronezh, Lipetsk and Belgorod regions, Kabardino-Balkaria and Stavropol Territory. Recently we signed a contract with the Chinese on greenhouse complexes. We also have signed an agreement with our Polish colleagues, who will grow blueberries here. It is a very valuable product, grown for medicinal purposes. The Polish experts studied the North Caucasus and concluded that only in Ingushetia can it be grown. We are reviving our watermelon fields. I’ve tasted a watermelon this year, which is as good as an Astrakhan or Orenburg one. Such are the projects we implement in the agricultural sphere.
- Please, speak about your initiative on enlarging under-populated villages in two regions of the republic.
- Not only in two, but in all regions of the republic. We study the problem. You know, at the Sochi forum a similar topic of enlargement of constituents of Russia was raised, and whether we should do it or not. I understand that Ingushetia can get to the region, which is not very beneficial for us. Nevertheless, I agree that enlargement should take place, as 81 regions are too numerous. The question is: how to provide conditions under which people will be satisfied. Nobody should feel an orphan. The state should deal with this issue. In Ingushetia there are many villages which are under-populated, but the bureaucratic system is developed there. It prevents residential areas from growth. People and officials asked me to study this problem, and I think about 6-8 residential areas will be enlarged.
- What about the security situation in the republic?
- I see a positive dynamic. Of course, August is always full of tragic events, not only in Ingushetia, but also in Russia generally. This year is not an exception. In comparison with last year it is much calmer, but… We have conducted several arrangements, including preventative ones. We try to convince people to turn away from the fate of a bandit. However, if we face resistance and non-admission, we arrest and even destroy militants. In comparison with last year we see a decrease of tension in the sphere of illegal militant group formations, by more than 74%. It is a good result. In this regard, the number of killed police officers and civilians, as well as the number of terrorist attacks, decreased too. Generally, the crime rate grew by 1.2%. The reason for tge growth is not an increase in the number of criminal incidents, but registration of all kinds of crime, including road traffic accidents. There is a mental characteristic that relatives or acquaintances can deal with things internally. A road traffic accident took place, somebody was hurt, it was dealt with internally and did not register as a criminal case. We make people call the traffic police and register a criminal case to punish those who are guilty. Meanwhile, the crime detection rate grew as well. By 25-30%, which is very important. I used to have problems with the ministry of internal affairs, with its administration. The Federal Security Service fulfilled its functions clearly, but the ministry of internal affairs fell behind. Today we have changed the head of the ministry and gathered a smart team. Soon we will appoint the head of the police, the authorities of Russia will do it. So I can say that the situation in the republic is stable and safe. However, we admit the possibility of various cases. I hope that the militants will reasonably appraise the adaptation committee that I have established. It is done for them. I hope they and their parents will contact us and enable us to help them to live peaceful lives. If not, we will implement legal measures.
