The prospects of the North Caucasus Federal district under Khloponin’s governance were described by the chief of the executive committee of the United Russia
- What was accepted the appointment Alexander Khloponin to the post of the plenipotentiary president’s representative in the North Caucasus Federal District?
- It was a very important personnel decision made by President Dmitry Medvedev. His chice was not accidential. Alexander Kholoponin has established a reputation as a successful economic manager. He managed to form a powerful team, which continues working in Krasnoyarsk like clockwork even now. Surely, the results of his work are being under strong impact of his experience as a businessman and manager.
During his visit to Dagestan, he noted that in Krasnoyarsk he was strongly assisted by the members of Daghestani nation. In particular, he mentioned Abas Mamedov - a representative of the company “Monolitstroy”.
All these factors greatly impacted the choice of federal centre when appointing the plenipotentiary representative. I think that soon he will rally around himself successful politicians, economic managers and businessmen in the North Caucasus Federal District.
Nowadays a problem of complete situation change in the North Caucasus is set, primarily in socio-economic development area. There has been defined the goal, that all these positive changes should touch residents of the North Caucasian republics, so that they could feel the changes and join to constructive life.
The problems of all these North Caucaian republics are quite similar. These problems are high level of subsidies, corruption, unemployment and raging of terrorism and extremism. The problem is complicated. Therefore Alexander Khloponin was vested with powers of both the plenipotentiary representative and a vice-premier.
- You have already met with Khloponin. What impression he made on you?
- Certainly, Alexander Khloponin will resolve these problems in cooperation with the heads of the North Caucasian republics. The personell renewal is taking place among the heads of the republics. Our new leader is Magomedsalam Magomedalievich Magomedov, who by his habit of mind, capabilities and empirical work results is a modern man. He is bent on achieving the turnaround in Dagestan.
The first trip of Alexander Khloponin to Dagestan was devoted to meetings with officials, including the factions in the People’s Assembly on the eve of Daghestani President’s lodgement with powers. Alexamder Kholponin made a very good impression. He personally made sure that, the candidacy of Magomedsalam Magomedov is supported by all the factions. During his meeting with our faction, the most numerous, by the way (54 out of 72 deputies are the United Russia members) he brought out a scope of problems to be solved by both the new president and by he himself. He hopes for the deputies’ support of the conducted reforms, and, I think, that these hopes will be fulfilled. The most important thing is that he aspires to help to Dagestan. “To help” not in the sense meant previously – to get more subsidies, then merely embezzled, for the republic. It is necessary to foster development and modernization of the republic.
The mentality should be changed. It is a difficult, but feasible task. There are many people among us, who, watch from the sidelines and do not want to act themselves, placing reliance upon the authorities. It is not they who solve the majority of the problems. The authorities made correct decisions formerly too. However, the problem is that these decisions were not transformed further. At some level all these decisions became extinct. Everybody must realize the course, given by the authorities, staying in his own place.
When the people sees that seemingly, the issues declared in a proper way and solutions are not realized, it starts losing credit in the authorities. The problem is to restore people’s credit. And it can be done only by the people, coming to power nowadays. Now the big personnel renewal is on. And much depends on those coming., I am sure that Magomedsalam Magomedov will form such a team, which will be able to resolve important problems.
