The Russian Council of Legislators' Presidium discusses the most important and topical issues that concern the regional parliamentarians. One of the participants of the last meeting in Moscow, the Speaker of the Parliament of North Ossetia Aleksey Machnev, was interviewed by a correspondent of Vestnik Kavkaza.
"The work of the Council and its working body, the presidium, is extremely important for us, because we discuss the most urgent issues at the meetings. Moreover, we receive the latest information from representatives of various federal ministries. We can ask them questions, express our own viewpoints," he explained.
The chairman of the North Ossetian parliament recalled that, in the future, regional legislators will have to make their own laws, so it is extremely important to understand the process – how and what happens. "For example, we considered the matter of major repairs in apartment houses. This is a topical issue, and it hasn't been resolved yet. There are a lot of questions. And today we have very important and necessary information on this issue. Therefore, I believe that the meeting was very efficient, productive and profitable," Machnev said.
According to the politician, the main positive aspect of the meeting that took place today were concrete recommendations and proposals. "In my opinion, this is extremely important. All the participants in today's meeting wrote everything down and when we are back to our subjects, we will work on the recommendations that had been discussed today,'' Machnev noted.
In addition, he explained that all Russian regions face the problem of non-compliance of the federal legislation in some areas. "It happens, but all stakeholders and legislatures are working in this direction. We have special structures and institutions. For example, there is the justice department in our republic, which draws attention to these faults, and then we present its legislation in line with the norms of the federal legislation,'' the chairman of the North Ossetian parliament said. "It is an axiom, a rule that needs to be followed. Therefore there are no problems, at least in the republic of North Ossetia-Alanya. I think that a similar situation exists in all the regions of the Russian Federation,'' Alexey Machnev concluded.
