Netherlands Foreign Ministry urges Baku and Yerevan to start negotiations, the representative of the Ministry said.
"Unstable situation shows why the parties should immediately start negotiations on comprehensive settlement of the conflict under the auspices of the co-chairs of the OSCE Minsk Group," RIA Novosti quotes him as saying.
