External conditions have changed for long for Russia, if not forever, Central Bank Governor Elvira Nabiullina said at a session of the St. Petersburg International Economic Forum (SPIEF) on Thursday.
"External conditions have changed for long indeed, if not forever, and they have notably changed," she said, adding that now it is necessary to be flexible and able to respond swiftly to the changing situation.
