According to the rating released by the Russian government, Chechnya and Ingushetia are among the regions with the most efficient work of executive authorities in 2015.

Tatarstan, the Lipetsk region, St. Petersburg, the Sakhalin region, the Tyumen region, the Tambov region, the Nenets Autonomous Area, the Moscow Region, Mordovia, the Chukotka Autonomous Area, the Tula region, the Kursk region, the Republic of Sakha (Yakutia), the Rostov regionthe Yamal-Nenets Autonomous Area, Khanty-Mansiysk Autonomous Area, Yugra and the Belgorod region are also among the leaders, TASS.

It is noting that 38 subjects of the federation improved their positions since 2014, while 41 region worsened the performance.

The head of Ingushetia, Yunus-bek Yevkurov, said, speaking to a correspondent of Vestnik Kavkaza, that this estimate is decent, and now the authorities have a special responsibility. "This assessment requires a work with even greater zeal than before, performing of the orders of the president of the country and the Russian government. We have to live up to the expectations and the help we are receiving. Therefore, we will continue improving all this. Especially considering the fact that we have entered the top twenty of the best regions of Russia in this direction for four years in a row and we will be improving our results," he said.

The head of Ingushetia also talked about how it was possible to achieve such success. "Of course, we are able to compensate difficulties, including through the implementation of a competent crisis management plan, or, as we call it a plan of priority measures to counter the crisis developed in the framework of the Government plan," Yevkurov said.

"We set different goals for manufacturers. We solve problems faced by the municipal authorities, for example, to minimize the impact of the crisis on the population. We opened a number of platforms, conditions have been created and ten key areas were brought under control, including the agro-industrial complex, the construction sector , social security and the fulfillment of social obligations to the population, as well as a number of other areas, which today affect social attitudes," the politician listed.

"Such a competent work allows us today to minimize the risks during this difficult period. However, not all the problems can be solved right away, but mostly we do it," Yunus-Bek Yevkurov concluded.

Professor of the Pyatigorsk State Linguistic University, a member of the commission for migration issues of the Russian Presidential Council for Interethnic Relations, Maya Astvatsaturova, pointed to a number of reasons why these two Caucasian regions are in the top twenty. The first of them is a high authority of the heads of Chechnya and Ingushetia among the population based on their personal qualities.

"Also, the authorities constantly fight crime, domestic crime and elementary violations of public order," the expert noted.

"The third point is a state of urban households. The situation on the streets is very important, as is the way how various municipal services and, of course, the executive authorities function. A real progress has been achieved in this regard," Maya Astvatsaturova added.

Work of the heads of the federal level regions is also important. "First of all, the head of the Chechen Republic does a lot to promote the Chechen Republic's image. Perhaps the head of the Republic of Ingushetia is more modest in this respect, but Mr. Yevkurov also tends to participate in all activities at the federal level, including non-governmental organizations activities. In particular, he was at the meeting of the Moscow Caucasian club, held in Moscow in April. I think it is a certain guarantee of success," she said.
