Russian Deputy Prime Minister Dmitry Rogozin has arrived in Baku.
"The air temperature in Baku is 9 degrees above zero at night and 14 degrees above zero during the day. It's quite windy here. I say hello to everybody from the capital of Azerbaijan!" the deputy prime minister wrote on his Facebook page on the night into Thursday.
