The resolution of the monitoring committee of the Congress of Local and Regional Authorities of the Council of Europe about the state of democracy and human rights in Azerbaijan has been made inconsistently, said the Deputy Chairman of the Federation Council Committee on Social Policy, a representative of the legislative (representative) state authority of the Pskov region, Alexander Borisov, in an exclusive interview for Vestnik Kavkaza.

Recall that the other day Borisov, together with a member of the Federation Council Committee on Budget and Financial Markets, a representative of the legislative (representative) body of the government of the Perm region, Igor Shubin, urged the organization to conduct a constructive dialogue with Azerbaijan and carefully consider its position in respect of the state of democracy and human rights in the country.
‘‘The main idea of this monitoring committee is to pay a visit to the region, and only then reach conclusions about the stage of democratic development. And only then will they prepare a resolution, which is to be adopted by means of voting. Then members of the committee make recommendations. In our opinion, the resolution was made inconsistently regarding Azerbaijan.
Moreover, the meeting was held without representatives of the Azerbaijani delegation. In our opinion, it is also incorrect to reach any conclusions and vote while they are absent without giving them a chance to explain a particular situation,’’ Borisov explained the actions of the senators.
He expressed the hope that the resolution won’t be accepted at the Congress. ‘’They listened to us at the committee meeting at first, but then our voices weren’t enough, and they unfortunately voted for the anti-Azerbaijani resolution. It is planned that it will be adopted at the Congress. I hope that all representatives of Azerbaijan will be able to express their points of view. Indeed, we are very attentive and we have friendly relations with those who were in the Soviet Union together with us. We are trying stick up for our former partners," he stressed.
