The Middle Eastern terrorist organization Islamic State has announced the creation of its first vilayat in the North Caucasus. It will be located on the territory of Chechnya, Ingushetia, Dagestan and Kabardino-Balkaria.

The corresponding statement was made by the second-in-command of the terrorist organization, Abu Muhammad al-Adnani, acting as the press secretary of the self-proclaimed caliph Abu Bakr al-Baghdadi.

According to him, Abu Muhammad Kadar appointed as the new head of the vilayat, Gazeta.ru reports.

Earlier this month a video appeared on the Internet in which the head of the terrorist underground in Chechnya, Ingushetia, Dagestan and Kabardino-Balkaria swore allegiance to the leader of ISIS, Abu Bakr al-Baghdadi.

The former intelligence chief of the group of forces in Chechnya of the Russian Defense Ministry, General Sergei Kanchukov, believes that we should not underestimate such statements. "It all depends on funding, on the one hand. On the other hand, there are the goals and challenges of Islamic State to the structure which it has created. I think that the influence is still very high. First of all, the events in Dagestan show this, where the clashes have not stopped and the existence of these illegal groups and bandit groups continues. Economic issues are also affected. I think that activation of some thugs is possible in Kabardino-Balkaria and Dagestan. To a lesser extent it is possible in Chechnya," he said.
