Russian co-chair of the OSCE Minsk Group, Igor Popov, did exclude the possibility that its residents may also participate in negotiations on Nagorno-Karabakh at a certain stage.
"Indeed, at the current stage residents of Karabakh are not involved in the negotiations formally. However, a lot of attention is paid to this topic during the meeting among co-chairs and Armenian and Azerbaijan, and Nagorno-Karabakh. I think that at a certain stage it is possible, for example, after reaching a framework agreement,’’ APA reports with reference to NEWS.am.
