"On the basis of all the collected data, those who may be responsible for the alleged crimes mentioned by the prosecutor will be identified. While assessing criminal responsibility, the prosecutor has a legal obligation to investigate both incriminating circumstances and justifications. Any possible warrant for the arrest or a writ of summons will be issued by independent judges of the ICC," RIA Novosti quoted him as saying.
