Ramzan Kadyrov stated that Chechnya could help other regions of Russia in the organization of mandatory HIV testing of those who wish to marry, he wrote on Instagram.
"On my instructions, close attention is paid to this issue in Chechnya. The Registry Office does not issue a certificate of registration of marriage without medical certificates of inspection for the presence of HIV. Also, clergy do not bless a marriage unless there are such certificates," Kadyrov said.
He also stated that in all the time since such programs have been operating (since 2011), 95,502 people have passed the test, 94 HIV-positive people were identified.
