Margvelashvili doesn't pardon Ugulava

Georgian President Giorgi Margvelashvili hasn't signed a decree to pardon former mayor Gigi Ugulava.

According to him, "a pardon is a constitutional obligation, which requires a high moral and public responsibility," so he cannot make a decision that "may give rise to a sense of excessive loyalty in relation to such crimes."

Earlier, an appeal for Ugulava's pardon was signed by 57 prominent leaders of Georgian culture, science and sports, Gazeta.ru reports.
