The EU's intention to allocate €3 billion to Turkey if Ankara actively stops the influx of migrants to Europe from the Middle East has failed to be implemented due to the Italy's position, European diplomatic sources report.
"Only one member state still opposes the allocation of funds to Turkey. I do not know why Italy is blocking it," Reuters cites one of them.
