Armenian Foreign Minister Ararat Mirzoyan said Yerevan expects to start substantive negotiations with Ankara to open the border and establish diplomatic relations.
"The Armenian and Turkish special representatives will meet for the second time in Vienna on February 24. We hope substantive negotiations between the special representatives will begin at this meeting, aimed at opening the border and establishing diplomatic relations," Mirzoyan said at the same parliamentary Q&A session.
Yerevan is receiving positive messages from Ankara, he said.
