The Kremlin sees little chances for positive results of the upcoming Normandy Four format talks on the Ukrainian reconciliation in Berlin, the Kremlin spokesman Dmitry Peskov said.
"As you know, there have been intensive expert negotiations in Minsk. Without doubt, we cannot say that it was possible to reach some positive result there. Nevertheless, considering the fact that a year has passed since the last meeting in Paris, we decided to meet especially to discuss at what stage we are now, because good results cannot be achieved through expert talks. It demands more attention from the state leaders," Sputnik cited Peskov as saying.
"The Russian side is not the side to implement the Minsk Agreements, Neither Paris, nor Berlin, nor Moscow could implement the Minsk Agreements. The Minsk Agreements can be implemented by Kiev and representatives of Donbas," Peskov added.
