President of Turkmenistan Gurbanguly Berdimuhamedov has signed the decree, awarding honorary title "People's Artist of Turkmenistan" to Azerbaijan's Ambassador to the Russian Federation Polad Bulbuloglu.
Polad Bulbuloglu was awarded this title for his work on strengthening friendship, brotherhood, good-neighborliness and cooperation between the peoples of Turkmenistan and the Republic of Azerbaijan, strengthening the dialogue between the two states in cultural and humanitarian spheres, the decree says.
