Russian President Vladimir Putin has signed a decree, according to which a headquarters for the fight against terrorism should be established at the most important port cities of the country.
There are six cities in the document: Kaspiysk, Murmansk, Petropavlovsk-Kamchatsky, Simferopol and Yuzhno-Sakhalinsk.
The headquarters will plan counter-terrorist operations in the territorial seas, exclusive economic zones, on the continental shelf of the Russian Federation and on vessels flying the national flag.
