The Russian President’s message to the Federal Assembly is to take place on December 3rd.

Earlier, the head of the Kremlin administration Sergey Ivanov told reporters that Vladimir Putin will work out the text messages carefully and make his own changes.
"Accents depend on President’s willingness. It will become clear when he reads the text and make his own changes. And more often than he does it with his own hands,’’ Tass cites Ivanov as saying.
