Russian government determines sanctions against Turkey

The text of decree №1296 of the Cabinet as of November 30th 2015 ''On measures on the realization of the Decree of the President of the Russian Federation as of November 28th 2015 №583 ''On measures to ensure the national protection of the Russian Federation from criminal and other illegal actions and the application of special economic measures in respect of the Turkish Republic" has been published on the official website of the government of Russia. It has determined the sanctions imposed by Russia against Turkey.

First of all it contains a list of foodstuffs which are to be forbidden from being imported from Turkey to Russia. The following vegetables: tomatoes, onions, cabbages and cucumbers. Fruits: oranges, tangerines, grapes, apples, pears, apricots, peaches, plums and strawberries. It will be forbidden to supply the meat of birds, salt and cloves. At the same time, it is allowed to import products "for personal use in the volume permitted by the Eurasian Economic Union".

The Ministry of Industry and the Ministry of Agriculture were instructed to monitor prices of these goods and take measures, "aimed at increasing offers of agricultural products, raw materials and food with the purpose of preventing an increase in prices."

The activity of the joint intergovernmental Russian-Turkish commission on trade-economic cooperation has also been suspended. The Foreign Ministry, the FSB and the FMS are instructed to ensure suspension of the visa-free regime for citizens of Turkey with foreign passports, starting from January 1st 2016.

The Ministry of Economic Development is to stop negotiations on the agreement with the government of Turkey on trade in services and investments, the project of the mid-term program of trade-economic, scientific-technical and cultural cooperation between the two countries for 2016-2019 and the creation of the Russian-Turkish joint fund to finance investment projects in Russia and Turkey.

Rospotrebnadzor will be engaged in the control of the implementation of requirements by tour operators of travel agents directed to "refrain from providing citizens of the Russian Federation with tourist products, providing trips to the territory of the Turkish of the Republic."

The government has a right to "take into account the actions of the Turkish Republic" and make appropriate proposals about changing the validity period and the nature of these sanctions. The resolution came into force from the day of its official publication.
