Russia reforms safety system

The Federal Migration Service (FMS) and the Federal Service for Drug Control (Federal Drug Control Service) have been abolished in Russia. Their functions were transferred to the Russian Interior Ministry. At the same time, the Federal Service of Russian troops of the National Guard was created on the basis of the Interior Ministry troops, which will deal with the fight against terrorism and organized crime.

According to the decree of Russian President Vladimir Putin, the Federal Drug Control Service and a number of staff of the FMS will be transferred to the Interior Ministry. The number of staff of the FMS will be reduced by one third. The structure of the Interior Ministry of the abolished departments will be named as ‘‘the General Directorate of Migration’’ and ‘‘the General Directorate for Drug Control’’. Employees of the drug control body who want to continue to work at the internal affairs bodies will be transferred "without a period of probation and re-certification."

According to the decree, the Federal Service of the Russian Federation troops of the National Guard will be responsible for ‘‘participation jointly with the Russian Interior Ministry in the protection of public order, public safety, the state of emergency, participation in the fight against terrorism, as well as ensuring the legal regime of counter-terrorist operations and participation in the fight against extremism.’’

In addition, the National Guard will participate in the territorial defense of the country; protection of important state facilities, special cargoes and assist the border control authorities of the Federal Security Service at the Russian state border protection. The National Guard will be responsible for "the implementation of the federal state control (supervision) over observance of the legislation of the Russian Federation in the sphere of arms trafficking, private security activities, as well as the implementation of the private security service."
