Russia's Economic Development Ministry is considering control over citizens’ spending as a measure to fight the black economy, Deputy Director of an Investment Policy Department Bella Panina said at a conference.
"We think we will offer – we are preparing a report on legalization of business for a meeting of the State Council – to consider introducing controls over spending, the income and spending ratio," the Prime news agency cited Panina as saying.
The official did not elaborate, saying that the idea is a raw sketch.
