The governor of the Odessa region, Mikheil Saakashvili, has described the Ukrainian Cabinet of Ministers as a 'graveyard of reforms'.
"I want to say that, right now, the government is not a battlefield. The government has turned into a swamp of corruption and a swamp for reforms. It is not a government, but a graveyard of all our reforms," RBC quoted him as saying.
