The governor of the Odessa region, Mikheil Saakashvili, has been fined 680 hryvnia (about $28) for refusing to talk to one of the residents of Odessa.
The man wanted to meet with the head of the regional administration a year ago, but instead of an invitation, he "received a formal reply signed by the deputy,’’ Sputnik Georgia reports.
