The governor of the Odessa Region, Mikheil Saakashvili, together with his team, has proposed a package of the seven major reforms to the residents of Odessa and the Odessa Region, which should help to overcome the protracted crisis, the adviser to the Chairman of the Odessa regional state administration, Alexander Borovik, said today.
"The first one is the reform of the public services. Because we say that it is impossible to carry out reforms with the old state apparatus. It is absurd! Because they are against those reforms," Borovik noted, gazeta.ru reported, referring to Radio Liberty.
Saakashvili's advisor added with regret that the flaws in the legislation do not allow the simplification of the administrative services provision system
