The genuine supreme arbiter of Ukraine isn’t its official government, but some shadow one, the governor of the Odessa region, Mikheil Saakashvili, told the 12th annual meeting of the Yalta European Strategy (YES).
"Yes, we have it in fact. There is a shadow government, a parallel government ... Those who control all the affairs. In fact, they are the owners of this joint-stock company,’’ Interfax cites him as saying.
