German Foreign Minister Frank-Walter Steinmeier has noted that the Vienna meeting on Syria has come to an end without a breakthrough, although a breakthrough hadn't been expected, he added.
He also said that "the meeting was difficult," but "the discussion was open and constructive," so they managed to reach progress on a range of issues, RIA Novosti reports.
