 Territory of advanced development to be created in Dagestan

The territory of advanced development 'Kaspiysk' will be created in Dagestan. The relevant decree was signed by the Russian Prime Minister Dmitry Medvedev.

The prime minister said at a meeting with vice prime ministers that he had signed two documents: on the creation of the territory of advanced development 'Kaspiysk'  in Dagestan and the territory of advanced development 'Chusovoy' in the Perm region, which would allow opening enterprises of different orientations, including the production of food products, furniture, machinery, equipment, pulp, gasoline additives, hotel and recreation complexes and etc.

"It will allow to diversify the economy of Kaspiysk and the Chusovoy settlement, create thousands of permanent jobs, and I hope, attract investments," PRIME cited him as saying.

Dagestan's application for creating a territory of advanced development in Kaspiysk was approved by the Russian Ministry of Economic Development on October 25, 2016.

Professor of the Pyatigorsk State Linguistic University, a member of the commission for migration issues of the Russian Presidential Council for Interethnic Relations, Maya Astvatsaturova, told Vestnik Kavkaza that Dagestan was chosen as a region for the opening of a new territory of advanced development due to the need for increased attention to the republic.

"There is a rather high percentage of unemployment in Dagestan, especially among young people. Unfortunately, the recruitment of young people in the republic into the ranks of terrorist organizations and illegal armed groups continues, which is why the percentage of crimes of a terrorist nature in the North Caucasus is the highest. Fight against terrorism should be accompanied by serious socio-economic programs," she stressed.

"Ramazan Abdulatipov, when assuming the post of head of Dagestan, proposed several directions for reforming and improving the situation in the republic, including a personnel revolution, the so-called new industrialization and the development of ethno-cultural tourism. I think that the establishment of the territory of advanced development 'Kaspiysk' will contribute to the realization of these ideas," Maya Astvatsaturova added.

At the same time, much will have to be done by the local authorities for the full operation of the territory of advanced development 'Kaspiysk'. "First, all decisions must be transparent, the relevant programs must be prepared. Secondly, the meaning of these activities, their expected results should be brought to the public. Thirdly, all activities must correspond to the social and economic needs of the republic and coincide with processes, which are going on in Russia as a whole," she pointed out, explaining that we are talking about political modernization, the activation of civil society and strengthening of civil unity.

"Undoubtedly, it is necessary to create public structures to monitor the implementation of activities and investments," the member of the commission for migration issues of the Russian Presidential Council for Interethnic Relations concluded.
