Turkey lifts state of emergency

State of emergency will be lifted in Turkey today, the country's Prime Minister Binali Yıldırım said earlier, noting that state of emergency will be lifted after a new government is formed.

The swearing-in ceremony of Turkish President Recep Tayyip Erdogan will also take place in Ankara today.

According to Presidential Spokesman Ibrahim Kalin, at 16:30 local time (coincides with Moscow time ) Erdogan will take the oath of office at the Grand National Assembly of Turkey (parliament). Then, according to tradition, he will go to Anitkabir, the mausoleum of Mustafa Kemal Ataturk, the founder of the Turkish Republic, where he will leave a memorable entry in the distinguished visitors’ book.

After that, an official ceremony to mark the transition from the parliamentary to presidential form of government will be held in the presidential palace at 18:00 followed by a gala dinner attended by the leaders of more than twenty countries. The Russian delegation will be led by Prime Minister Dmitry Medvedev, TASS reported.

The president will also have the power to dissolve parliament, issue executive decrees and impose a state of emergency.

Later on Monday, Erdogan will announce his new cabinet.

The state of emergency was first imposed on July 20, 2016, five days after a bloody coup attempt in Turkey. It has been extended every three months since then.

Political scientist Orhan Gafarli, speaking with Vestnik Kavkaza, said that the state of emergency allowed the authorities to effectively conduct counter-terrorism operations within two years and achieve a significant reduction in the number of terrorist threats in the country. "In many respects, these operations against terrorist groups were successful. Over a two-year period, the state tried to purge itself of the people involved in certain terrorist organizations. There was a successful operation against the PKK in the east of the country," he explained.

As the state of emergency has reached its goals, it will be canceled to improve the investment climate in the country. "Since the state of emergency regime has not been canceled within two years, the business elite has begun to worry because the state of emergency hinders the flow of foreign investments into Turkey. Many experts and entrepreneurs said about it. Therefore, the state of emergency will be lifted, since after the elimination of terrorist threats, the government's previous system should be even more effective than before," Orhan Gafarli said.

Director of the Center for Modern Turkish Studies Amur Hajiyev agree with Gafarli. "Thanks to the state of emergency, the Turkish authorities managed to significantly limit the influence of the forces accused of involvement in organizing the July 2016 coup attempt. The regime also helped to reduce the opposition's activity in the political arena of Turkey,  rallies, protest actions were restricted. The powers of the authorities, the power structures, in particular, were expanded," he said.

"If we talk about the changes in Turkey's state of emergency over the last two years, it is worth noting the significant advance of the Turkish detachments deep into a number of provinces in the southeast of Turkey, where the PKK militants were active. In addition, a number of political opportunities of the Kurds, which acted in various parties, were limited," Amur Hajiyev pointed out.
